About the Housing and Village Improvement Programme 

The Housing and Village Improvement Programme (HVIP) is an award-winning initiative by the Ministry of Housing and Urban Development (MHUD) designed to enhance housing conditions and community infrastructure in rural and peri-urban areas. 
 
Using an Aided Self-Help approach, the programme supports individual home improvements while also upgrading village amenities to create sustainable, functional, and attractive communities. 

Who Can Apply? 

To qualify for HVIP assistance, applicants must meet the following requirements:

Residents of rural or peri-urban areas targeted for development. 

Own or have legal occupancy of the home in need of improvement. 

Meet income eligibility criteria (subsidy amounts matched to financial need). 

Commit to the Aided Self-Help model, overseeing construction while receiving technical guidance.

How to Apply

Step 1: Check Eligibility

Applicants must mee the Eligibility criteria for the Housing and Village Improvement Programme

Step 2: Complete the Application 

Fill out the HVIP application form with your personal details.

Provide required supporting documents, including proof of homeownership or legal occupancy.

Submit a detailed scope of work outlining the requested home improvements.

Step 3: Verification & Assessment 

Ministry officials will review your application to determine eligibility. 

A technical officer will visit your home to assess the scope of work needed. 

Approved applicants will receive funding disbursed in tranches based on project progress.

Step 4: Construction & Monitoring

Approved homeowners will oversee the construction process while receiving technical support from the Land Settlement Agency (LSA) and the Housing Programme Facilitation and Implementation Unit (HPFIU). 

Progress will be monitored by the Ministry to ensure effective use of funds. 

Step 5: Project Completion 

Once repairs and upgrades are complete, the Ministry conducts a final inspection to verify that the improvements align with the approved scope of work.
