About the HDC Tax Exemption Programme 

The Housing Development Corporation (HDC) facilitates tax exemptions for traders in newly constructed houses and land developers under Sections 42 (2) (c) and 45C of the Income Tax Act. This initiative aims to stimulate private construction and land development, providing incentives to encourage the growth of affordable housing across Trinidad and Tobago. 

Who Is Eligible? 

1. Traders in Newly Constructed Houses 

Must be registered as a Trader in Newly Constructed Houses. 

The house construction must have commenced after February 1, 2013. 

The total cost of the house (excluding land) must not exceed $1.5 million TTD. 

2. Land Developers 

The land development project must have commenced on or after October 1, 2012. 

 The initial sale of the residential house site must be completed on or before December 31, 2025.

The project must be at least one acre and include residential plots of at least 5,000 sq. ft.. 

The project must meet development planning standards for roads, drainage, and utilities. 

Benefits of Tax Exemptions 

Income Tax Exemption

Gains and profits from the initial sale of houses or land development projects are exempt from income tax.

Incentives for Developers

Encourages private-sector investment in affordable housing and land development.

Support for Traders

Reduces tax burdens on registered traders selling newly constructed homes.

Government-Approved Benefits

Tax exemption certificates are issued directly from the Minister of Housing and Urban Development.

How to Apply for Tax Exemptions 

Step 1: Obtain the Application Form 

Visit HDC’s Head Office at 44-46 South Quay, Port of Spain to collect the application form. 

A non-refundable application fee of $100 TTD is required. 

Step 2: Submit Required Documents 

For Traders in Newly Constructed Houses:

Proof of registration as a trader 

Deed of Conveyance & Building Permit 

Contract & proof of construction start date 

Bill of Quantities & source of funds 

Annual returns & valid tax clearance certificates 

For Land Developers: 

Proof of registration as a land developer 

Evidence of project start date (on or after October 1, 2012) 

Evidence of land planning approvals & clearances 

Proof that land was allocated for residential development 

Building Permit & Certificate of Completion 

Step 3: Evaluation & Certificate Issuance 

Applications are reviewed and verified by HDC. 

A report is prepared and submitted to the Minister of Housing and Urban Development for approval. 

Tax Exemption Certificates are issued upon successful evaluation.
