Ministry of Housing and Urban Development - Housing Development Tenders


 

The Government of Trinidad and Tobago is committed to making home ownership accessible and affordable for all citizens.  The Trinidad and Tobago Housing Development Corporation's tendering facility allows suitably qualified contractors to register and tender for contracts with the Trinidad and Tobago Housing Development Corporation (HDC).  All contractors interested in housing development tenders must first register with the HDC.

 

 

 

 

There are three programmes for which tenders can be submitted: 

 

 

  1. The Urban Renewal Programme seeks to regenerate urban areas through partnerships between the HDC and private contractors.
  2. The Joint Venture Programme involves the construction of new housing developments, again in partnership with private contractors.
  3. The Infill Programme utilises the services of small contractors to construct homes on vacant lots in established HDC developments.

 

 

 




Am I eligible to tender under the Urban Renewal Programme?

To tender under the Urban Renewal Programme, firms must:

  • Be incorporated or otherwise registered in Trinidad & Tobago before June 2000 and have a place of business located in Trinidad & Tobago.
  • Possess a proven track record of technical and financial capability for housing projects each in excess of TT$10,000,000.00.
  • Have average Annual Gross Revenues over the last three years that exceed TT$12,000,000.00.
  • Joint Venture firms incorporated after June 2000, including those with foreign partners, who possess proven technology and a track record in mass housing systems may be considered.

Am I eligible to tender under the Joint Venture Programme?

To tender under the Joint Venture Programme, firms must:

  • Be incorporated or otherwise registered in Trinidad and Tobago before June 2002 and have a place of business located in Trinidad and Tobago.
  • Possess a proven track record of technical and financial capability for similar projects each in excess of:
  • TT$7,500,000.00 and with average Annual Gross Revenues over the last three years in excess of TT$10,000,000.00 for small contractors.
  • TT$10,000,000.00 and with average Annual Gross Revenues over the last three years in excess of TT$12,000,000.00 for medium contractors.
  • TT$12,000,000.00 and with average Annual Gross Revenues over the last three years in excess of TT$17,500,000.00 for large contractors.
  • Joint Venture firms incorporated after June 2002, including those with foreign partners, who possess proven technology and a track record in mass housing systems may be considered.

Am I eligible to tender under the Infill Programme?

To tender under the Infill Programme, contractors are only required to register with the HDC by completing a Contactor Registration Form.

How do I register as a contractor with the HDC?

A completed Contractor Registration Form, with supporting documents attached, must be submitted to the Trinidad & Tobago Housing Development Corporation before a contractor can bid for Ministry of Housing and Urban Development Tenders.  Registration forms can be obtained online by following the link at the end of this section, or at the HDC information desk, 44-46 South Quay, Port of Spain.  There is a registration fee of TT$500.00.

 

A Pre-Qualification questionnaire must then be completed.  The questionnaire can only be obtained by visiting the HDC head office, 44-46 South Quay, Port of Spain.

 

As projects become identified, a contractor is selected based on specific project requirements and evaluation criteria.

What documentation do I need?

Developers and General Contractors are required to submit the following supporting documents, in the order listed, when submitting the completed Pre-Qualification Questionnaire: 

  • Certificate of Incorporation of the firm and/or other documentary evidence certifying the existence of the organisation.
  • Vat Registration Certificate
  • Board of Inland Revenue Tax Clearance Certificates (not more than six months old).
  • Formal registered agreements for Joint Venture and other partnership arrangements.
  • Certified copies of the company's audited financial statements (TT$) for at least the last three (3) years showing income, expenditure, profit and loss balance sheets inclusive of notes to the financial statements
  • Joint venture companies are required to submit financial statements and certificates of incorporation for each associated firm.
  • Resumes of key permanent personnel signed and dated by each employee.
  • Other relevant information, including company profile, product data, certification by local and international testing agencies and approvals by the Ministry of Works (or if not available, the applications) that are required for Mass Housing Systems.
