National Social Development Programme (NSDP)


The National Social Development Programme (NSDP) is designed to meet the needs of low-income communities throughout the country by providing and improving the supply of water and electricity to communities, residences, recreational, sporting and other facilities.  The programme also supplies house wiring services to people who are unable to afford the cost of wiring their own homes.

Please note that the programme only provides installation and wiring services and does not cover usage charges.




Am I eligible?

Individuals, community leaders and Community Based Organizations (CBOs) are eligible to apply and must be prepared to show evidence that the individual or community is unable to afford the service.

How do I apply?

You must complete an NSDP Application Form, which can be obtained from the office of the Ministry of Public Utilities at the address below, or by following the link at the end of this section. Completed forms should be submitted to:

What documents do I need?

Applications must be accompanied by:

  • Proof of legal right to the property to which the service will be provided, such as a rent or lease agreement, land title, Deed of Comfort or letter from the owner granting permission for the installation.
  • One form of valid identification (passport, National I.D. Card or Driver's Permit).

How long does it take to process my application?

Once your application is submitted, it will be assessed and a site visit will be conducted by an NSDP officer to ascertain the validity of your request.  If your application is approved, you will be contacted by a representative from the Ministry and arrangements will be made to install the service.  The timeframe within which the service will be provided depends on the type of service being requested and the complexity involved in having it installed.

The NSDP Training Programme

The NSDP Programme also consists of a training component which helps to build related skills in the community.  There are two training programmes offered as part of the NSDP Programme — a Pipe Fitting and Pipe Laying Programme and an Electrical Programme.  The programmes are run in cycles and are advertised in the daily newspapers at the beginning of each cycle.  Application forms can be obtained from the daily newspapers and should be submitted to the NSDP Programme Office below:
