Hardship Relief Programme


The Hardship Relief Programme provides financial assistance to qualified individuals to help pay their water bill.




Am I eligible?

You must be a recipient of the old age pension, public assistance or disability grant, and must have a water bill with one of the following classifications:

  • A2 - No internal water supply (yard tap only).
  • A3 - Internal water supply available.
  • A4. - Internal water supply along with the presence of a water meter.
The property classification can also be found at the top of your water bill.

How do I apply?

You must obtain and complete an application form from the Ministry of Public Utilities or from any Water and Sewerage Authority (WASA) office using the information provided below. The form can also be obtained online by following the link at the end of this section. You can also apply by telephone to the Ministry, providing the following information:

  • Name.
  • Address.
  • Telephone contact.
  • WASA account number.
  • Social Assistance file number.

What documents do I need?

You must present the following documents when submitting an application form to the Ministry or a WASA office:

  • A copy of your Identification card (both sides).
  • Recent water bill.
  • Old age pension / public assistance / disability grant card or cheque stub.
  • Recent land tax receipt.
  • Certificate of Assessment (from the District Revenue Office), verifying that the applicant owns the property. Please follow the link below for District Revenue Office locations.

How long does it take to process my application?

Applications are processed in batches and eligibility is determined by the second week of each month. You will then be notified whether or not your application was approved.

The WASA accounts of newly approved applicants are credited by the end of the month following the close of the quarter in which the application was submitted. Quarters run from January to March, April to June, July to September and October to December. Therefore, it can take between one and four months to receive a credit, depending on how early or late in the quarter the application was submitted.

How often are payments made?

A credit of TT$100.00 is made annually to the water bill of all accounts classified as A3 and A4. Accounts classified as A2 receive an annual credit of TT$70.00. These credits are usually made by November of each year. If the participant is no longer in receipt of Public Assistance or the Disability Grant, payments will be discontinued.
